About Our LAHD REAP Services

The Rent Escrow Account Program (REAP) is administered by the Los Angeles Housing Department (LAHD) and is one of the most severe enforcement tools available for non-compliant rental properties. When a building is placed in REAP, tenants are authorized to deposit rent into an escrow account controlled by LAHD rather than paying the landlord. Landlords lose rental income until all cited habitability violations are corrected and verified by LAHD inspectors.

CCS Inc. provides comprehensive REAP remediation services to help landlords regain control of their rental income. Our team reviews the LAHD inspection report, assesses every cited violation, develops a prioritized correction plan, obtains necessary permits, and performs all required construction and repair work. We then coordinate with LAHD for reinspection and work to achieve REAP release as quickly as possible.

Common REAP violations include plumbing failures, electrical hazards, pest infestations, roofing and waterproofing deficiencies, HVAC failures, fire safety deficiencies, and structural issues. Some buildings have dozens of citations that must each be individually addressed and signed off. CCS manages the full scope of work - we do not leave any citation unresolved.
