About Our LAHD SCEP Services

The Systematic Code Enforcement Program (SCEP) is LAHD's proactive inspection program that systematically inspects all rental properties with two or more units in the City of Los Angeles on a rotating cycle. Unlike complaint-driven enforcement, SCEP inspections happen on schedule whether or not tenants have filed complaints. Every rental building in LA will eventually be inspected under SCEP, and violations must be corrected within strict timelines.

CCS Inc. helps landlords prepare for and respond to SCEP inspections. If you have an upcoming inspection, we offer pre-inspection assessments that identify and correct problems before the inspector arrives - preventing citations, fines, and potential REAP referral. If you have already been cited, we provide rapid remediation services to correct all violations within the compliance window.

SCEP inspections cover a comprehensive list of habitability and safety items: smoke and CO detectors, water heater strapping, window screens, plumbing leaks, electrical panel access, handrails, weather protection, pest evidence, and dozens more. A single SCEP inspection can generate 20-50 individual violation items on older buildings.
