A Substandard Order is one of the most serious enforcement actions a building department can take against a property. Issued by LADBS or LAHD, a Substandard Order declares that a building has conditions so deficient that it constitutes a threat to the health and safety of occupants. These orders carry severe consequences: mandatory tenant relocation, daily fines, potential criminal liability for the owner, and a recorded lien against the property that clouds title.
