Fire-Rebuild Rules That Save You Money
- 110% rebuild allowance. Under the Governor’s and LA Mayor’s emergency orders (EO N-4-25, Mayor’s EO No. 1), rebuilds up to 110% of prior square footage stay on the streamlined ministerial path. Full freedom over layout, style, finishes.
- Permit and plan-check fees waived. Applies to the primary residence and an eligible ADU. We file the waiver applications for you.
- Streamlined plan check. The Mayor’s EO No. 1 set up rebuild permitting centers and simultaneous multi-department review, so plans are not passed desk to desk.
- Deadline: January 13, 2032. Permit must be issued by then. Construction must finish within three years of permit. Miss it and every benefit above disappears.
- AB 462 Coastal ADU rebuilds. Coastal Commission decides in 60 days. Your ADU can get its Certificate of Occupancy before the primary home is finished.
- Palisades Rebuild Library. Pre-approved plans that skip most of plan check. Often the single fastest path to permit.

Pre-approved plans on simple lots trend lower; hillside lots and premium finishes push higher. A real number for your specific lot requires a site walk.
What is the January 13, 2032 deadline?
Your building permit must be issued by January 13, 2032 to qualify for the streamlined rebuild rules and permit fee waivers. Construction must complete within three years of permit issuance. Missing the deadline forfeits every fire-rebuild benefit. Practically, you want to be in plan check well before that date.
Can I add an ADU to my fire rebuild?
Yes, and in most cases you should. Under AB 462, an ADU on a rebuilt Coastal Zone lot can receive its Certificate of Occupancy before the primary home is finished, meaning rental income (or a place to live during the rebuild) starts months before the main house is done. ADU permit fees are waived alongside the primary home under the fire-rebuild fee waivers.
Can I redesign, or do I have to use my pre-fire floor plan?
You can redesign. Under the Governor and LA Mayor emergency orders for the 2025 fires, rebuilding up to 110 percent of your prior square footage stays on the streamlined path without triggering discretionary review. You have full freedom over layout, exterior style, materials, and finishes inside that envelope. Above 110 percent, discretionary review can add months.
What if my insurance settlement does not cover the full rebuild cost?
Many fire-zone insurance settlements come in short of what current construction actually costs. If yours is short, we help document a supplemental claim with your carrier and, if you have a public adjuster, work directly with them on the scope reconciliation. Our documentation is formatted for the carrier draw process from day one.
